Health Services Sector Meeting with Food and Health Bureau on 12 March 2018

1. Kwai Tsing Pilot District Health Centre

PSHK fully supports this initiative and the development on primary healthcare. Pharmacists should involve in the program and can play an active role in the primary care services.

 

2. Public Private Partnership/ "E-Fill" Pilot Programme on Drug Refill Services by Hospital Authority

We urged the implementation of PPP and suggested that the E-fill programme should be extended into community pharmacies after the pilot scheme.

 

3. Health Care Voucher/ eHRSS

PSHK suggested to include pharmacists as the service provider of Health Care Voucher (HCV) scheme, and patients can use the voucher for pharmacist services such as Self-financed item (SFI) dispensing and Medication Therapy Management (MTM) service etc. Community pharmacists should be given access to the Electronic Health Record Sharing System (eHRSS) in order to provide our professional services to the public.

 

4. Manpower issue

The surplus of pharmacists should be properly dealt with and the pharmacy profession should be more fully utilised in various service areas. We will further discuss with Professor Sophia Chan on March 14, 2018.

 

5. Prevention and control of non-communicable diseases (NCD)

Pharmacists can do the education, screening, monitoring and collecting datas for government research in order to achieve our NCD targets and indicators to promote healthy lifestyle of our public.

 

6. Use of "藥" 、"葯" 、"drug" 、"medicine" at retail settings and LSP

PSHK suggested to stop issuing the license of LSP. The use of “藥”, “葯”, “Drug”,  “Medicine” in retail setting should be restricted by law and no shops besides ASP and LSP should use these wordings in their titles, so as not to hamper the image of pharmacists and the public perception of the pharmacy sector.
